Phase IĀ and Environmental
Preliminary line and grade plans were presented in July 2005 and approved in August 2005 by the project team.

The consultant team was also responsible for development of base studies for an environmental assessment of the corridor and possible impacts due to widening. A major environmental concern was impacts to historic properties at the overpass and underpass locations. Following Public Meetings in January 2007, a Categorical Exclusion was approved on June 18, 2007.
Phase II Design
Following a value engineering review of the project, Qk4 led the consultant team in providing construction plans for the first 4.5 mile segment in Jefferson County which included 5 new structures. Over the last three years the Qk4 led team has developed final construction plans for the entire length of the project. Design alternatives wee modified to stay within existing Right of Way.
